同意。既得権益層って、「既得権益が無くても普通に暮らして行けるところに純粋に甘い汁が上乗せされている」わけじゃないと思う。多くのケースで以下の構図があると私は見てる。

  • ある人の既得権益は、それにぶら下がる多数の人を経済的メリットで支えている
  • その既得権益が無くなると、本人だけでなく、多数の人に影響が及ぶ
  • 経済的メリットを同じくする人同士は、いわゆるムラ社会を為している
  • 既得権益を失うことによってムラのメンバーに迷惑をかけた場合には、「首を吊ってお詫びしなきゃいかん」に近い構造がある

既得権益層が頑強に抵抗するのはこういう感じのシステムになってるせいだと思うんだよなー。
